Legislation spurred by PennLive investigation seeks accurate count of jail deaths
When Claire Shubik-Richards was hired as the executive director of the Pennsylvania Prison Society in 2017, she wanted to know how many people had died in jails across the state. That’s when she realize no one was accurately tracking it. Existing statistics captured about half the deaths, at best.
