Dauphin County cut power to men in jail’s ‘hole’ for 2 weeks: ‘Darkness creates depression’
The lights went out for men living on two segregation blocks in the basement of Dauphin County Prison late last year, and stayed off more than two weeks, PennLive has learned. That left them in the dark for at least 14 hours each day.
